Each program invites residents to nominate and vote for the best of their own community, including local businesses, parks, streets, and towns, then publishes the results as a public record of what that county values.

Participation is free. Residents nominate and vote at no cost, and businesses enter and win at no cost. Revenue comes from optional purchases: promotional materials for businesses running a campaign, commemorative awards and signage for winners and finalists, and community merchandise for residents. No purchase is required to participate, and placement is never sold.
